Surcharges allowed with state conditionsO.C.G.A. 13-1-15 lets a lender or merchant charge a nonrefundable convenience fee for payment by card or other electronic means, limited to the actual cost (or the average actual cost for that payment type). Notice must be given first, stating the dollar amount, that it is nonrefundable, and that it applies to electronic payment, and a fee-free option by cash, check or money order must be offered.
